
Multnomah County Chair Jessica Vega Pederson has appointed Christopher Neal as the new Chief Operating Officer and Director of County Management following a nationwide search. Neal, formerly the 'PDX Next' Director at the Port of Portland, will oversee county operations, managing over 6,000 employees. His appointment is subject to approval by the Board of County Commissioners on March 13, according to the Multnomah County.
Neal, who managed the Port of Portland's PDX Next project and the opening of its new terminal in August 2024, has significant leadership experience. He began his career at 27, leading a Transportation Security Administration team in Colorado before moving on to roles at major airports across the country. In an interview, Neal said, "These last five years have been rough for the County, but I want people to know I recognize the work you are doing." Recently, the County reorganized by creating three Deputy Chief Operating Officer positions and a Director of Strategic Initiatives role, all reporting to the Chief Operating Officer. Neal’s responsibilities include continuing the Workforce Equity Strategic Plan and refining the County’s strategic plan, as reported by the Multnomah County
He unified security and communication agencies, which improved emergency outcomes and workgroup relations. More than 30,000 local craftspeople are expected to contribute to PDX Next by 2026, doubling the airport's capacity and improving its earthquake resilience. Neal's background as a military child and his service in the U.S. Army Presidential Honor Guard, along with his experience in Washington, D.C., contributed to his selection by Chair Vega Pederson to serve the Port of Portland and now Multnomah County, as stated by the Multnomah County.
