
Delray Beach is in the labor relations spotlight as one of their own, Human Resources Director Duane D'Andrea, steps up to lead the Florida Public Employer Labor Relations Association (FPELRA) as its new President. D'Andrea, who has been with the City since 2015, has a career deeply rooted in labor relations, bringing to the table an expertise that spans both public and private sectors.
Having joined FPELRA five years after his start with the City, his election as the 45th President of this influential organization is a nod to his years of dedication and service in the field. In a statement obtained by Delray Beach's official news release, D'Andrea said, "I am very humbled and appreciative to be elected as the President of FPELRA, which has members representing municipalities and agencies from Key West to Pensacola and all points in between."
D'Andrea's appointment is not just a ceremonial change of guards. His experience is backed by extensive training through the National Mediation Board, and he is moving forward with his education in the field. Currently, he is embracing the role of student once again, having completed classroom coursework and being mentored by a seasoned arbitrator, as part of the Federal Mediation and Conciliation Service (FMCS) requirements for becoming a labor arbitrator.
This mantle of leadership comes at a time when labor relations are increasingly on the public agenda, with D'Andrea's role anticipated to influence discussions across the breadth of Florida's diverse municipalities and agencies. The Delray Beach appointment follows his thorough indoctrination into the nuances of mediating disputes, as boiled down in the announcement, "He has completed the required classroom coursework and is now being mentored by a professional arbitrator."
