A 37-year-old detainee at the Rikers Island jail complex, identified as Ramel Powell, passed away in the early hours of Wednesday, marking the first death in the New York City Department of Correction system this year. Powell had been held since July 2023 on charges related to a parole violation and an arrest for assault, officials confirmed through city records.
The Department of Correction is currently investigating the circumstances leading to Powell's death, which occurred at the Otis Bantum Correctional Center. Though an overdose is suspected as the cause, this has yet to be officially confirmed. Court documents reveal Powell was due back in court on March 6, for an alleged assault that took place on May 8 on the Lower East Side, sources informed NY Daily News.
Following protocol, the city's jails agency swiftly notified several oversight bodies, including the federal monitor in charge of the institution, the city Board of Correction, the state attorney general's office, the state correction commission, and the city Department of Investigation, according to a statement obtained by Gothamist. In a comment regarding the incident, Correction Commissioner Lynelle Maginley-Liddie expressed, "I, and the entire NYC Department of Correction, express our deepest sympathy to the loved ones of Mr. Powell. We are conducting a full investigation into this tragic event."
Last year's records show a reduction in detainee deaths to five, from a peak of 19 in the year 2022, which was the highest in over two decades. Rikers Island's history has been marred by allegations of violence and sexual abuse, to the point where a federal takeover of the facility has been considered, though Mayor Eric Adams' administration is currently negotiating what the parameters of such an action would be.
