The initiative involves 17 community organizations, local school districts—including Reynolds, Parkrose, Centennial, and Gresham Barlow—and law enforcement agencies such as Multnomah County Community Corrections, the Multnomah County Sheriff's Office, and the Portland Police Bureau. This collaboration extends beyond Gresham, strengthening violence prevention efforts across East Multnomah County, as stated by the City of Gresham.

Gresham, the smallest city to implement such a program, has introduced Ceasefire, which focuses on intensive case management for individuals at the highest risk of gun violence. According to the City of Gresham, "Ceasefire is hyper-focused on intensive case management for individuals assessed as the highest risk of gun violence." The program is informed by two years of police homicide and shooting data and builds on the existing East Multnomah Outreach Prevention Intervention program, which has provided education, employment, mentorship, and social engagement opportunities to over 20,000 youths.
