The Cleveland Division of Police has confirmed that Rayshawn Watkins, the victim, suffered from a gunshot wound inside the Allerton Apartments on the 1800 block of East 13th Street at approximately 1:55 p.m. According to Cleveland19, residents reported that the teen was taking trash out to the chute on the building's fourth floor when the shooting took place.
