
The City of Carrollton is again raking in accolades, as it's been recognized for its prowess in clear and transparent financial reporting. According to a news release from the City of Carrollton, the local government has snagged an Award for Outstanding Achievement in Popular Annual Financial Reporting for the Fiscal Year 2023, marking it as a back-to-back victor since it received the same recognition last year.
Last November, the Government Finance Officers Association (GFOA) bestowed the award as a major accomplishment underlined by adherence to the highest standards set for state and local government's financial disclosures. To even be in the running for the Outstanding Achievement award, government entities like Carrollton not only had to churn out a Popular Annual Financial Report (PAFR) but also submit their Annual Comprehensive Financial Report (ACFR), which Carrollton clinched for the same fiscal year in October 2024.
Diana Vaughn, the city's Chief Financial Officer, expressed her delight over the honor, saying, “We’re very pleased to receive this award for the FY23 PAFR because we know we have engaged residents who will appreciate the wide range of financial information the document offers,” City of Carrollton reported. Carrollton's PAFR reportedly simplifies complex financial data, like the General Fund balance, property and sales tax records, and updates on capital assets, all to keep the city's financial status transparent to the public.
A panel of judges scrutinized Carrollton's submission, assessing its reader appeal, understandability, dissemination methods, creativity, and overall impact. They highlighted that Carrollton's report stood out because it was particularly well-designed and easy-to-read, noting that "the report was well-designed and easy-to-read, the artwork innovative, and the photographs high quality," as the City of Carrollton's announcement detailed.
A wellspring of fiscal detail tied to the FY23 will soon be succeeded by the FY24 PAFR, set to go public in the following weeks. This forthcoming document will continue the thread, laying bare the economic undertakings throughout the 2023-2024 fiscal period, bound to be just a click away for residents and other interested parties.
