City Heights residents can now enjoy a smoother and safer transit experience along a significantly upgraded stretch of University Avenue, between Fairmount and Euclid Avenues, as the City celebrates a key phase in the University Avenue Complete Street project. The extensive roadway improvement efforts, designed to enhance pedestrian, transit, and vehicle flow, have resulted in new roundabouts, widened sidewalks, and revamped transit stops.

Originally kicked off in January 2023, the project hit an unexpected setback when workers stumbled upon an active SDG&E electric vault that was sitting right in the path of the proposed storm drain improvements, which delayed progress as SDG&E needed about 15 months to handle the vault's relocation, causing significant impacts to the project's timeline but despite these unforeseen challenges, City staff maintained open lines of communication with impacted businesses, ensuring their concerns and needs were addressed throughout the process.

As per the City of San Diego, City Engineer Rania Amen expressed the City's excitement over reaching this milestone, acknowledging the project's hurdles: "We appreciate the continued patience of residents and business owners in this neighborhood throughout the project, specifically while we worked through unexpected issues. We believe that these improvements will provide a major boost to the community by encouraging all modes of travel."

The $13.2 million endeavor drew on various funding streams, including federal grants, gas tax revenues, and funds earmarked for climate equity and essential transportation improvements, which provided more than $5 million from the Highway Safety Improvement Program grants and over $2 million from federal Community Development Block Grants, among other sources, although the avenue is once more open to the public, crews will linger in the area for several weeks dotting the i's and crossing the t's on outstanding tasks such as resurfacing and restriping the street.
