This new contract serves as undeniable proof that my administration has not only listened but has continuously acted on these concerns." The pay rises total 34% since Bibb took office, marking the highest increases under a single administration in the city's history.

Key points of the contract include a 3% annual raise, more vacation time post-reduced service tenure, uniform allowances, rehiring conditions that respect former seniority and pay levels, and a shared commitment to health with the establishment of a new Physical Fitness Working Group. Also maintained are $5,000 signing bonuses and incentives for college or military service recruits.

Andy Gasiewski commended the administration, noting the cooperation that characterized the negotiation process, indicating a dynamic shift. "The CPPA wishes to thank the Bibb Administration for approaching this round of negotiations in a cooperative, problem-solving manner," Gasiewski told City of Cleveland's official website. Chief Dorothy Todd endorsed the agreement, highlighting improved retention and a resurgence in interest in joining the CDP thanks to the RISE initiative and the enhanced salary schedules for recruits.

The new contract is a part of Mayor Bibb's RISE Initiative, which, among other achievements, has been credited with ushering in a substantial drop in violent crime. A 36% decrease in homicides and a 22% reduction in grand theft of motor vehicles were part of the outcomes touched upon by the initiative.
