A former police sergeant is facing serious charges after a grand jury in Clackamas County indicted him on counts related to child sexual abuse material. Jon Paul Foreman, 57, was charged with seven counts of Encouraging Child Sex Abuse in the First Degree and two counts of Attempted Encouraging Child Sex Abuse in the First Degree, as per an update from the Clackamas County Sheriff's Office.
The case against Foreman began when detectives received a tip from the National Center for Missing & Exploited Children (NCMEC) in January 2024. They launched an investigation, which led them to Foreman, who was then a sergeant with the Milwaukie Police Department. After being contacted at his home in Oregon City, the police department placed Foreman on leave, illustrating the immediate action taken upon review of the alleged conduct.
Last Wednesday, the Clackamas County Grand Jury delivered the indictment. Foreman surrendered to the Clackamas County Jail just before 5 p.m. last Friday, where he is being held without bail. The investigation details have yet to be fully disclosed, but the charges underline the severity of the accusations.
Multiple agencies have contributed to this unfolding case. The Clackamas County Sheriff's Office acknowledged the assistance of the Portland Police Bureau and the U.S. Marshal’s Service in this investigation, which has reached its current critical point.
