As per the City of Franklin, the individual attempted to capture images of a 12-year-old girl, with her mother observing the man crouching and pointing his phone in an upward direction at her daughter, actively engaging the device's camera function.
The Franklin Police Department described the suspect as a black male, distinguishable by his long black and grey beard, and clad in a navy t-shirt paired with grey pants, donned with a red bandana. It was noted that the suspect left the scene in a vehicle resembling a dark grey or blue SUV.
