Governor Kathy Hochul and Common Sense Media are aligning forces behind a proposal aimed at making New York's classrooms a smartphone-free zone, during what they're calling 'bell-to-bell' hours. The bid, which is essentially a time-out for tech, has rallied a sizable crowd, gaining the nod from some 80,000 parents, kids, and educators across New York, as the Governor's office announced earlier.

Hochul stated, “Experts and advocates agree that a bell-to-bell plan for distraction-free schools will ensure the best results, and I’ll never stop fighting to protect our kids,” as noted by the Governor's office. These proposals are packed to the punch with 21st-century considerations, including regulations targeting AI-generated child abuse material and a leash on those AI companionship services that have been doing more harm than comfort. The plan includes funding for schools to develop smart device storage solutions, with a $13.5 million fund available to assist those in need. It also ensures that no student will need to break the rules to contact their parents, as non-internet-enabled phones will be provided for that purpose.

James P. Steyer, the head of Common Sense Media, has voiced his strong opinion on the disruptive impact of smartphones in classrooms, citing clear evidence and widespread agreement on the issue, according to a release from the Governor’s office. It's not just industry leaders calling for change; students like Lilly Dooher from Massapequa High are also eager for a school day without phones and social media distractions.

Starting in the 2025-26 academic year, K-12 schools will limit digital device use to approved learning tools, ensuring that students who need tech aids, like those with individualized education programs or health needs, aren't left behind. This move to reduce classroom screen time also includes a focus on improving media literacy, recognizing that digital technology is here to stay, and New York's education officials are working on a more controlled approach to its use.

According to Mothers Against Media Addiction's Muna Heaven, who told the Governor's office, "Thank you Governor Hochul and Common Sense Media for inviting me to join this important event today. The time has come to re-establish some balance in our classrooms. This is why I am in favor of Gov. Hochul's 'bell-to-bell' distraction free schools proposal."
