
Mayor Richard T. Bissen, Jr. presented the Fiscal Year (FY) 2026 Proposed Budget to Maui County Council, highlighting a strategic emphasis on recovery, resilience, and balanced investment across the county. The budget, infused with a Hawaiian worldview, aims to not just pave the way for economic recovery but also to underscore cultural restoration, reported Maui County's official news release.
Putting a foundation, or 'kahua', at the heart of the fiscal plan, Bissen delivered a clear promise to the community. According to the news release, he said, "This year's budget is guided by the theme of kahua — a Hawaiian concept meaning ‘foundation,’ and it is our reminder to care for our people, protect our ʻāina, respect our culture and honor our history." Additionally, in a gesture towards inclusion and respect for Hawaiian culture, it was announced the Mayor's Budget Message would be presented in both English and ʻŌlelo Hawaiʻi for the first time in a century, as per the County of Maui.
The proposed budget comes in at $1.512 billion with county funds, supplemented by a projected $357.6 million in grant funds. Maintaining fiscal health is evident, with a reported excellent bond rating and debt service accounting for only 6.2% of operating expenses. Disaster preparedness is not overlooked, with plans to explore the creation of a fiscal reserve fund to strengthen readiness and responsiveness, earmarking $25 million to the Emergency Fund. "Our native language being returned to an equal status in Maui County government," Mayor Bissen told the County of Maui, indicating a significant step towards enriching the region's cultural fabric.
Housing initiatives have received a significant financial investment, with over $40 million proposed for infrastructure to support new homes and $32.5 million earmarked for the Affordable Housing Fund. The Mayor's office underlined, "Twelve housing projects, totaling 843 units, are proposed for funding in FY 2026." In addition to fiscal planning, the budget also looks at enhancing public safety, including updated police radio coverage and expanding the Fire Department's fleet standardization, as per the County of Maui.
Mayor Bissen's commitment to Maui County's future is evident not only in the headline numbers but also in the smaller details that make a significant impact on daily lives. The focus spans from economic development efforts and support for non-profit organizations to acquiring 423 acres to connect Pōhākea to the ocean. As the budget rolls out its expansive plan, it is clear that Mayor Bissen is working towards leaving no stone unturned. "With the support of our Council and a shared commitment to our community, we move forward with unity, purpose and aloha — dedicated to building a stronger Maui Nui for generations to come," stressed Mayor Bissen in the County of Maui official announcement.
