According to a report from Oklahoma House of Representatives, the proposed amendment requires that at least two members of the board submit a written request to place an item on the agenda. This amendment is touted as a step towards enhancing the oversight function of the board, which Hilbert insists has been problematic and in need of attention. "We have checks and balances on government intentionally built into our system and this legislation will help ensure the State Board of Education – no matter who is appointed or who is the chair – will be able to move the needle for Oklahoma kids," Hilbert was quoted as saying in a statement.

The current system has faced criticism for its centralized control, which some see as a bottleneck to effective governance of Oklahoma's educational directives. Paxton, echoing this sentiment, highlighted the importance of a transparent process for the education board. "This legislation ensures that every board member has a voice in setting the agenda, reinforcing transparency and accountability in our education system” Paxton said. The proposed bill is designed to foster a more collaborative environment within the board and to give each member a fair opportunity to bring issues to the table, as stated by the Oklahoma House of Representatives.

Going further, Governor Stitt emphasized the importance of diverse representation in matters impacting the state's students. “No one member should unilaterally control a board, especially one that directly impacts the outcomes of our students," Stitt mentioned, as per the Oklahoma House of Representatives. The governor also expressed gratitude towards the legislators spearheading the bill. House Bill 1491 was originally authored by Rep. Ronny Johns and is being reviewed by the House Education Oversight Committee as it moves forward in the legislative process.
