
Paul Clay Jr., 49, faces a series of criminal charges after being taken into custody on the evening of March 27, 2025. The indictment delivered by a grand jury includes first-degree rape, sodomy, sex abuse, strangulation, coercion, assault, unlawful weapon use, and the distribution of controlled substances methamphetamine and fentanyl, as reported by the City of Portland. The arrest follows troubling allegations stretching back to at least June 2023.
The first report surfaced when a woman, grappling with the grips of houselessness, accused Clay of convincing her to visit his apartment under the pretense of kindness. Instead, Clay allegedly coerced her into sexual activities, threatened violence, and held her captive. During her days of confinement, she was subjected to multiple assaults before slipping away while her captor slept, as per the City of Portland.
In a similarly disturbing pattern, another woman, also in a vulnerable situation, found herself in Clay's web on April 22, 2024. She accepted his offer for a place to stay and shelter. But when she discovered that her family had been desperately searching for her, marked by a chilling check of her phone, Clay's behavior reportedly turned violent. He escalated to physical and sexual assaults against her, echoing the same vein of brutality that marked his previous encounter. This victim managed to flee and summon assistance, a chilling tale also documented by the City of Portland.
Investigations are ongoing, with a plea for other potential victims or those with information to come forward and speak to the Portland Police.
