A 49-year-old man, Paul Clay Jr., has been taken into custody on grave charges involving multiple accounts of sexual and physical assault. According to the Portland Police Bureau's press release, Clay faces allegations of first-degree rape, sodomization, sex abuse, strangulation, coercion, and other related offenses including assault, unlawful use of a weapon, and distribution of controlled substances such as methamphetamine and fentanyl. His indictment by a grand jury came ahead of the arrest on the evening of March 27, 2025.
The investigation into Clay's actions revealed a consistent and predatory pattern targeting vulnerable women, especially those grappling with houselessness. The first case dates back to June 26, 2023, when a woman reported being coerced into sexual activity and held captive for several days. Another victim on April 22, 2024, narrated a similar ordeal where Clay initially offered refuge but soon escalated to violence and sexual assault when he felt threatened by her discovered absence by her family. After offering care and shelter, the case escalated when he felt threatened by her absence reported by her family. Both accounts point towards a manipulative approach to lure victims to his apartment with false promises of aid, as stated by the Portland Police Bureau.
Speculations by the Special Victims Unit infer that there may be more victims yet to come forward, their beliefs grounded in witness reports of seeing multiple distressed women exiting Clay's apartment. These sightings span several years, suggesting a long-standing and unchecked pattern of abuse. Witnesses described interactions with approximately five or six women who appeared distraught, indicating the possibility that the count of victims might be higher.
The police have courageously encouraged any other victims or individuals with pertinent information to make contact, offering Detective William Congdon and Detective Mitchell Orellana's emails as points of communication.
