
A Shirley man, identified as Noel Haro, 49, has entered a guilty plea to charges of drug trafficking, including conspiracy to distribute and possession with intent to distribute significant quantities of methamphetamine and fentanyl. According to information released by the U.S. Attorney's Office, Haro's guilty plea was received yesterday in the federal court of Boston.
Details of the case reveal Haro's connection with the “Border Brothers” gang, known for its involvement in a variety of illegal activities ranging from drug and weapon trafficking to human smuggling, primarily in Southern Arizona and into Mexico. Despite currently serving a life sentence in Massachusetts for previous convictions that include drug distribution and money laundering, Haro facilitated drug trafficking to Massachusetts through inmate phone calls, an act that landed him as a security concern and resulted transferring from Arizona.
Investigations into Haro's operations began around April 2019 when his activities in arranging drug deals from prison were intercepted through recorded calls. These calls provided evidence that Haro, working with his brother Marcos Haro, had organized for narcotics to be transported and sold. For instance, in July 2022, a shipment of fentanyl and methamphetamine ingeniously concealed within a purple teddy bear was sent by Marcos and later intercepted by authorities. Following this incident, communications between the brothers regarding the sale of larger quantities of methamphetamine were also recorded and lead to further evidence collection.
Scheduled for sentencing on June 5, 2025, Noel Haro faces a minimum of 10 years to a potential life in prison, supervised release, and considerable fines. It's alleged that his brother, Marcos Haro, who faces similar charges, is expected to plead guilty on March 19, 2025. The case prosecuted by Assistant U.S. Attorneys Alathea E. Porter and Charles Dell’Anno, is part of an extensive Organized Crime Drug Enforcement Task Forces (OCDETF) operation, which targets high-level criminal operations threatening the stability of the United States.
