In a move that places Tennessee at the forefront of cybersecurity vigilance, Governor Bill Lee has declared a state-wide ban on two AI platforms, Manus and DeepSeek, both of which are reportedly connected to the Chinese Communist Party. The ban, effective immediately on the state network, signifies an escalating concern over potential threats to data privacy and national security interests. Lee's decision comes on the heels of the release of Manus, an AI platform owned by Alibaba that has just launched earlier today.

"As artificial intelligence platforms emerge and this technology landscape evolves, there is growing concern regarding data protection and the threat of influence from foreign adversaries," Governor Lee stated, as reported by an official press release. Tennessee’s proactive stance is emblematic of a broader national unease concerning foreign technology on American soil, especially given the current geopolitical climate. The platforms in question, Manus and DeepSeek, find themselves now among a host of foreign-owned ventures restricted for use on state networks due to their possible compromise of Tennessean data security.

Specific risks cited by Lee's office include potential censorship and the propagation of propaganda, skewing outputs to reflect Chinese political values. Additionally, these platforms allegedly harbor tendencies toward bias and discrimination across breeds of human variation—race, gender, health, and religion—which may lead to discriminatory outcomes. Another significant concern lies in data privacy, with sensitive information, such as IP addresses and behavioral patterns, reportedly being gathered and stored on servers within the jurisdiction of the Chinese government. Cybersecurity hazards, too, such as vulnerabilities to malicious code and sensitive information breaches, are cited as reasons for the ban.

Before the recent ban, Tennessee had already set legal precedents regarding the restriction of Chinese-affiliated technology. Governor Lee enforced a prohibition on TikTok from state network use in December 2022. In a concerted effort to bolster the state's defenses against economic espionage and ensure the integrity of financial transactions, Lee directed a state ban on financial service platforms like Webull and Tiger Brokers in June 2024. These decisions reflect Tennessee's commitment to safeguarding its digital infrastructure against perceived foreign threats.

The state's Attorney General has followed the governor's announcement with a consumer warning regarding the now-banned DeepSeek platform, urging residents to remain vigilant about their digital security in light of these events.
