
Arizona legislators are getting ready to tackle what they describe as financial mismanagement within the executive branch, with the House Ad Hoc Committee on Executive Budget Mismanagement, under the leadership of State Representative Matt Gress, convening for the first time this Thursday. The committee is set to dive into the Division of Developmental Disabilities' (DDD) budget growth and the recent policy changes that have come into question, as confirmed by an official statement. Scheduled to speak are Arizona Health Care Cost Containment System (AHCCCS) Director Carmen Heredia and Arizona Department of Economic Security (DES) Director Michael Wisehart, who will be addressing the Section 1115 waiver process and the scope of Home and Community Based Services.
The meeting follows a series of reported financial blunders by the Hobbs administration, which brought programs like the Department of Child Safety’s Congregate Care close to bankruptcy before legislative intervention. Prompting this committee's formation by Speaker Montenegro, the committee's main intent is to bring answers and accountability to Arizonans, an agenda that Representative Gress emphasized in his remarks. "When basic financial management is ignored at the highest levels of the Executive Branch, it puts essential services at risk," Gress said. "We’re here to follow the facts, uncover the truth, and hold this administration accountable—because taxpayers deserve transparency, not surprises." These issues highlight ongoing concerns about the state's fiscal responsibility, further intensified by previous budget shortfalls within AHCCCS and the Developmental Disabilities program.

Gress, Chairperson of the Education Committee, will be joined by Vice Chair Justin Olson and other legislators from both sides of the aisle, including Democrats Nancy Gutierrez, Stephanie Stahl Hamilton, and Quantá Crews, in their quest to trace the missteps and propose solutions.
