A new coffee shop taking shape near 83rd Avenue and Happy Valley Road in North Peoria isn't waiting for December to break out the tinsel. The Christmas Cafe, under construction inside a 14,041-square-foot Class A commercial building at 24980 N. 83rd Ave., plans to serve up holiday-themed drinks, fresh food and curated retail goods every single day of the year, under the slogan “Joy to the World, 365 Days a Year.”

The building itself, constructed in 2020, has cycled through corporate office and medical tenants before landing its newest retail resident, according to property records reviewed by LoopNet. The cafe is the creation of Victoria Andrej and Marie Pantelic, who according to WhatNow are building out a permanent, Christmas-inspired space that will welcome its first customers this fall. The pair has been sharing construction updates and menu previews on Instagram as the buildout progresses.

Peppermint Bark and a Cup Full of Cheer

Among the items already previewed is a peppermint bark latte, topped with red and green sprinkles, homemade chocolate whipped cream, and finished with a peppermint bark snowman perched on top. Beyond coffee, the cafe intends to offer fresh food alongside curated retail products, giving Peoria residents a spot for year-round coffee, food, and Christmas cheer under one roof, per the same WhatNow report.

Andrej and Pantelic aren't strangers to running a business together. Before teaming up on the cafe, Pantelic co-founded The Yard, a Phoenix-area natural stone and countertop supply company she launched after buying 1,500 granite slabs at auction in 2011, according to CanvasRebel Magazine. Andrej served as general manager at The Yard alongside Pantelic, a working relationship documented by Northwest Christian School, before the two set their sights on hospitality.

Landing in North Peoria's Hottest Retail Corner

The Christmas Cafe is opening directly across from The Trailhead, a Pederson Group-developed, $100-plus million, 40-acre mixed-use project at 83rd Avenue and Happy Valley Road that won Retail Project of the Year at NAIOP Arizona's Best of 2025 awards, as reported by YourValley.net. That development serves an immediate trade area of more than 56,000 households, giving the fledgling cafe a built-in customer base within walking distance.

The corridor's transformation didn't happen by accident. Peoria's city council approved a development agreement in April 2022 that steered $1.5 million from the city's Half-Cent Sales Tax Contingency Fund toward roadway expansions and traffic signal installations at the intersection, according to the City of Peoria. That public investment helped clear the way for the wave of commercial growth now surrounding the cafe's future doorstep.

More Rooftops, More Neighbors on the Way

More residential density is headed to the immediate area as well. Global real estate developer Hines acquired 14.6 acres within The Trailhead master plan in December 2025 to build a 336-unit luxury apartment community, marking the final development phase of the 40-acre site, per Hines. That growth follows a broader trend for the city, which was ranked 17th nationally on SmartAsset's 2022 list of top American boomtowns after posting a 19% population increase and 23% housing growth, according to Peoria Economic Development, with the city's population nearly doubling over two decades to reach nearly 200,000 residents.

The 83rd Avenue and Happy Valley Road corridor has already drawn a string of high-profile dining concepts, including Crust Simply Italian with its attached speakeasy, Jinya Ramen Bar, and Sky Restaurant Concepts' Sparrow, the YourValley.net report notes, with those additions selected to meet community demand for elevated local food options. The Christmas Cafe will also join a growing cluster of coffee and bakery openings along Peoria's commercial corridors, following Hoodline's coverage of Paris Baguette's arrival at P83 and Press Coffee's Sprouts HQ outpost.

Betting on Christmas Every Day of the Year

A permanent holiday concept is an unusual bet, but not an unprecedented one. Lala's Little Nugget in Austin, Texas, has kept North Pole decor and holiday drinks on offer since opening in 1972, according to Tribeza, maintaining its holiday decorations continuously for more than 50 years. In Tampa, the year-round, Christmas-themed Joy Bar has served $6 holiday shots under a ceiling of permanent lights and was named Best Dive Bar by the Tampa Bay Times in 2024, 2025, and 2026, per Liquor Depot Tampa.

Whether that formula translates to a suburban West Valley audience remains to be seen, but The Christmas Cafe's owners appear confident enough to build a year-round business around it. With construction underway and a fall opening targeted, Peoria residents won't have to wait long to find out if 365 days of Christmas cheer can find a home at 83rd Avenue and Happy Valley Road.
