
According to an announcement on the Mayor's official website, Baltimore Mayor Brandon M. Scott has unveiled his proposed budget for the upcoming fiscal year. The plan aims to address the city's economic challenges while prioritizing investments in youth development and public safety. The FY2026 plan seeks to balance an $85 million shortfall primarily through new revenue, optimizing citywide costs, and targeted agency budget savings; significantly, the approach abstains from raising the city's property or income tax rates.
Highlighting the city's efforts towards addressing both opportunities and challenges, the City of Baltimore Mayor's statement detailed the strategic budgetary responses, including increasing YouthWorks participation to 8,500 slots by summer 2025 and investing $1.2 billion in services to build public safety, such as fully funding the expansion of the Group Violence Reduction Strategy and transitioning certain police functions to civilian roles, creating a net annual savings of $1.1 million by reducing departmental overtime.
In efforts to foster healthier neighborhoods, the budget proposes an allocation of $5 million towards enhancing recycling and trash collection services with the addition of more crews for tighter route management and $36.7 million from the Opioid Restitution Fund to expand opioid response, Mayor Scott's office outlined in its proposal. For community growth, $346.4 million is earmarked for equitable neighborhood development, including the Bmore FAST Initiative to streamline the city's permitting process and further investment against vacant properties.
The announced capital budget represents a significant increase in funds geared towards city development, with $125 million in GO Borrowing marking a 56% uptick from prior levels, and $40 million for additional projects such as improving homeless shelters and parks facilities, an emphasis on fiscal stewardship and quality of life improvements underscores the Mayor's long-term planning for the city's fiscal health, the statement explained.
