
After deliberation by a Washington County jury, Eduardo Guillermo Madrid-Roque has been found guilty of multiple counts of sexual assault. According to the Washington County District Attorney's Office, Madrid-Roque was convicted of five counts of sexual abuse in the first degree, two counts of unlawful sexual penetration in the first degree, one count of attempted unlawful sexual penetration in the first degree, sexual abuse in the third degree, and two counts of public indecency. Deputy District Attorney Christina Luedtke led the prosecution, with Judge Kathleen Proctor presiding over the case.
The crime occurred on June 14, 2023, when the 63-year-old victim, coming from California to Oregon, experienced an adverse reaction to a new prescription medication, exacerbated by consuming wine on her flight. This left her highly intoxicated. After her MAX line journey to the Hillsboro Transit Center, the victim, visibly impaired, became unconscious on the sidewalk. Madrid-Roque, spotting the vulnerable woman, waited for an opportune moment when a bus and the other passengers had departed before he approached her. His assault lasted for 30 minutes, with periodic pauses when passersby approached. His actions, captured on surveillance cameras, ceased when he boarded another bus and exited the area.
The following day, the woman, to locate her missing belongings, queried the transit office, which led to the discovery of the assault upon video review. With assistance from prior interactions with Madrid-Roque, transit officers identified him as the culprit. The District Attorney's Office noted the importance of the Transit Police Division, Hillsboro Police Department, and Washington County Sheriff’s Office in meticulously piecing together evidence that led to this verdict. The Oregon State Police Crime Lab made a confirmation of Madrid-Roque's DNA on the victim.
As the legal proceedings draw to a close, Madrid-Roque, detained since his arrest, awaits his sentencing set for June 23.
