According to the El Paso County Sheriff's Office, the vehicle's driver was 28-year-old Mesha Hartman, who was on parole for prior offenses including weapons and narcotics violations, as well as motor vehicle thefts. After a low-speed pursuit that included several stops along Peterson Road, the truck eventually pulled over at Western Drive and Chiricahua Drive.

A search of the stopped vehicle uncovered multiple items, including drug paraphernalia, narcotics, and a firearm. The deputies' discovery confirmed the temporary license plate to be fictitious, and the vehicle itself was reported stolen to the Colorado Springs Police Department in March of 2025. Subsequently, Hartman was arrested and booked into the El Paso County Jail on multiple charges, encompassing possession of a weapon by a previous offender, motor vehicle theft, possession of drug paraphernalia, and fictitious registration.

El Paso County Sheriff Joseph Roybal highlighted the arrest as an example of flawed policies. "Mesha Hartman is another example of the Colorado legislature’s soft approach to offenders in our state," Sheriff Roybal elucidated, "This individual was allowed back into our community and victimized more community members when, ultimately, they should have remained in prison and served the entirety of their sentence." Roybal added, as per the El Paso County Sheriff's Office, praising his deputies for their diligence, "I am grateful for my deputy's attention to detail, ultimately leading to the arrest and getting a known career criminal off our streets."
