
The El Paso City Council is doubling down on its commitment to reshape the Cohen area, giving the green light to pivotal amendments that favor the development of the Sunset Amphitheater project. A partnership with Venu Holding Corporation, the arrangement now promises increased private investment and a concerted effort to bolster local employment opportunities.
In what is seen as an affirmative stride for economic vitality, the council's approval upgrades the minimum private investment from an undisclosed figure to a substantial $100 million, and broadens the prospective venue's footprint from 17 to an ample 20 acres. This expansion is meant to offer more flexibility in design and a potential for year-round engagement within the space. According to the City of El Paso, "This project is about delivering the quality of life our residents deserve," City Manager Dionne Mack said. "By partnering with a top-tier developer and focusing on private investment, we’re building something that will serve El Pasoans year-round—through entertainment, jobs, and renewed energy in one of our city’s most vital corridors," as detailed by the City of El Paso.
Additionally, the revised deal includes an "El Paso First" clause, pinpointing local hiring and procurement as prime focal points. City Representative Cynthia Boyar Trejo championed this element, indicating in a statement obtained by the City of El Paso that the project mirrored the "vision and persistence of Northeast residents" and stands as just the beginning of potential growth for the community.
The City has rolled out a $31.5 million performance-based incentive package in support of the project, assuring that property tax revenues remain untouched. The package lattices a range of financial boosts, such as a forgivable development note from the Texas Economic Development Fund, tax rebates, waivers for permitting fees, and sales tax rebates linked to construction. These incentives spring into effect contingent on the developer's success in meeting defined performance milestones.
Projected to open doors in 2026, the Sunset Amphitheater is set to become a keystone in the reformulated Cohen Entertainment District, hosting at minimum 40 shows per year. With over $100 million in capital investment steered towards the project and a forecasted $5.4 billion economic impact, the venture is expected to support approximately 2,000 jobs annually, marking a significant stride in employment opportunities for El Pasoans.
