Johnson City seeks young minds to join its Junior Council program, JC2. This civic initiative not only gets local high school students involved in city matters but also provides a formal channel for City Commissioners to hear the needs and views of the youth. With the successful wrap-up of the inaugural Junior Council's term, applications are up for grabs for the 2025-2026 session.

It's been a fruitful year for the outgoing Junior Council members, who have raised the bar with their commitment and contribution to the city's social tapestry. Keisha Shoun, the City's Public Affairs Director in charge of the Council, reminisced with pride, "These eight students have exceeded our expectations with their insight and ideas.” According to Johnson City's website, the members have left their mark by creating Johnson City's debut Teen Summer Kickoff event, slated for May 17 at King Commons.

The program flaunts a strong partnership with the Roan Scholars Leadership Program at East Tennessee State University (ETSU). Together, they've taken a hands-on approach to this initiative, with the Roan Scholars from the class of 2027 mentoring and assisting in selecting the Junior Council members. Scott Jeffress, the Roan program leader, expressed that the scholars were encouraged to dive into projects that would resonate within the community, stating, per Johnson City's website, "We wanted the Roans to truly embrace that mission by taking on initiatives that will leave a lasting impact in Johnson City. The Junior Council certainly achieves that goal."

Applications are open to rising 11th and 12th graders from Johnson City, with the deadline set for May 5. Those who can secure a spot will be inducted with a two-day Council Camp over the summer. The camp aims to educate the youngsters about the inner workings of city governance, their upcoming roles, and the unique offerings of the region they call home.
