Attorney General Dave Sunday is taking legal action against a Monroe County-based home improvement contractor, Jeffrey Romansky, for substandard work and failing to come clean about past theft convictions. In a lawsuit filed in the Monroe County Court of Common Pleas, Romansky, running Jeff Romansky Construction, is accused of multiple violations of the Pennsylvania Home Improvement Consumer Protection Act (HICPA). According to a statement detailed by the Attorney General's Office, “This contractor failed to include his history of theft convictions when he registered with our office — information that consumers should have known before signing contracts.”

The registration with the Attorney General's Office was suspended on March 14, 2022, after multiple communications were sent to Romansky advising him that his guilty plea to three counts of theft needed disclosure. Despite being informed by the Office of Attorney General’s Bureau of Consumer Protection with several letters and phone calls, Romansky chose not to heed these warnings. As it happened, consumers were left with incomplete or poorly executed projects. Notably, one customer handed over $18,500 for deck work that was never completed satisfactorily, leading them to seek other contractors for repairs and completion.

The complaint further alleges that Romansky was charging illegal deposits—exceeding more than one-third of the total cost of the jobs. The case highlights Romansky’s failure to provide customers with key contract components: "a Notice of Cancellation; the contractor registration number; the approximate start and completion dates; the insurance information for the company; and the telephone number of the Bureau of Consumer Protection," all of which are mandated by the Home Improvement Consumer Protection Act.

The lawsuit is encouraging consumers who suspect they have been wronged by their dealings with Jeff Romansky Construction or Jeffrey Romansky himself to file complaints. As detailed in the Attorney General's announcement, they can do this online by contacting 1-800-441-2555 or emailing [email protected].
