Portland's noise ordinance might soon hit a different note if Councilor Jamie Dunphy has his way. Set to be debated tomorrow, April 8th, by the Community & Public Safety Committee, a proposal introduced by Dunphy looks to overhaul the city's noise code. According to a statement from the councilor's office, the reform includes the repeal of Title 14A.30.010-020, which has long been a subject of controversy for the music community in Portland.
Key stakeholders appear onboard with Dunphy's vision; MusicPortland and the Music Policy Council are cited as collaborators. "For too long, Portland’s music scene has been held back by inconsistent and unfair enforcement of our noise code," Dunphy explained. The contentious Title 14A.30 sections currently enable law enforcement to issue subjective citations based on what's "plainly audible," a term deemed too vague and open to interpretation. The result is that it's often small venues and local musicians who feel the sting of these regulations.
The repeal aims to do more than just address grievances; it's seen as a springboard for a flourishing music economy. Advocates like MusicPortland Executive Director Meara McLaughlin believe in the transformative potential of this legislative change.
