A Portland man has entered a guilty plea after being captured on camera while he was abusing a dog in an apartment building elevator. Isaac Justham, now convicted of first-degree aggravated animal abuse, will be imprisoned for 16 months. According to court reports obtained by KPTV, this sentence includes credit for time already served, subsequent to three years of post-prison supervision, and a steep 15-year ban on pet ownership.
The disturbing incident, which spurred community outrage and a fervent search for the abused animal, took place in the Louisa Flowers building in Northeast Portland. Surveillance video released by Portland police and reported on by KGW depicted Justham beating the dog with a heavy rope and suspending it from a fire extinguisher to kick it. Despite the subsequent arrest and conviction of Justham, the dog has tragically still not been found.
Justham's lawyers, speaking in court, conveyed his regret over the incident, although Justham himself provided no statement. In parallel to the animal abuse charges, Justham also entered a guilty plea for a separate case of criminal mischief dating back to 2023 involving property damage.
The case has underscored the community's role in assisting law enforcement, as Portland Police Bureau’s Major Crimes Unit received critical tips after releasing the video. "Anybody that's willing to do this to a helpless and vulnerable animal, we have significant concern about what they may be capable of doing to another person or another animal," Sgt. Matt Jacobsen told KATU during an August interview. The public outcry also led to a reward offer from animal rights group PETA, which pledged $5,000 for information leading to the safe recovery of the dog, though these efforts appear to have been in vain as of yet.
