
To harmonize expansion plans and protect regional interests, Suisun City and Rio Vista recently entered into a Memorandum of Understanding (MOU), signaling a joint approach to managing development initiatives, including the potentially transformative California Forever project. As reported by the official Suisun City website, the MOU outlines key collaboration areas that focus on protecting Travis Air Force Base operations, ensuring sustainable water practices, and addressing traffic impacts, among other regional concerns.
The partnership aims to create mutual benefits by strategically coordinating the cities’ expansion plans. To closely align their goals, the cities have committed to meet monthly, with further transparency ensured by bi-annual public gatherings. "As we plan for the growth of Suisun City, it's crucial that we do so through a thoughtful and collaborative regional approach," Mayor Alma Hernandez told the City’s official website. According to an interview with ABC10, Councilmember Amit Pal highlighted the importance of ensuring that the financial responsibilities fall not on taxpayers but are compensated through an Exclusive Reimbursement Agreement with California Forever.
Apart from setting the stage for discussions on regional issues, the MOU also paves the way for each city to negotiate Exclusive Reimbursement Agreements with California Forever independently. This developer is in the spotlight for proposing the new California Forever city, between Rio Vista and Travis Air Force Base. Introducing this new player in regional development talks comes after controversy and public dissent over the project.
Suisun City Manager Bret Prebula, in an interview with ABC10, outlined a lengthy process involving information gathering, studies, and public commenting before any development deal with California Forever could reach fruition. The city is prepared to thoroughly evaluate any plan proposed by California Forever, expecting to employ consultants to assess the water and traffic implications. Once the city council approves any proposed development, additional review by outside agencies like the Local Agency Formation Commission would still be required, potentially extending the process by at least another year.
