In a collaborative effort between the Louisiana Department of Wildlife and Fisheries (LDWF) agents and the Caddo Parish Sheriff’s Office (CPSO), fugitive James R. Culotta, aged 55, was captured after having eluded law enforcement earlier. According to a press release from LDWF, Culotta was wanted on a warrant for domestic abuse battery with strangulation before he fled into a flooded area near Shreveport.

Faced with a challenging terrain that favored the suspect's attempts to evade capture, LDWF agents were requested by CPSO to assist in the search. While fleeing from CPSO deputies, LDWF agents, spearheaded by Corporal Evan Hoek, Senior Agent Breylan Kemp and Sgt. Will Holomon, launched a vessel and managed to locate Culotta. Surrounding the area, CPSO deputies set up a perimeter, ensuring the suspect had no path to escape.

Culotta's arrest was executed without incident, a demonstration of the coordination and expertise shared by the two law enforcement bodies. The agents were able to take him into custody and subsequently turn him over to the CPSO.
