A second arrest was made in Miami Beach, where Cristian Rodrigo Montecino-Sanzana, 51, is believed to have committed similar thefts. A Gucci bag containing Noem's driver's license, DHS access badge, and around $3,000 in cash was stolen last Easter Sunday while she was dining with her family in a Washington, D.C. restaurant.
