Taylor told House Democrats, "We’ve got to get more qualified individuals into the workforce to make sure our developmentally disabled, seniors, and other vulnerable communities are provided for." She added, "At the same time, we need to make sure those who are working with our vulnerable communities are trustworthy, competent caregivers." Washington joins 35 other states in endorsing the National Crime Prevention and Privacy Compact, facilitating interstate sharing of criminal records for purposes outside of the criminal justice system and seemingly addressing the caregiver deficit that has concerned many in Washington.

The Washington State Patrol steps up as the key state agency managing the criminal history record exchange, enabling centralized transmission of records and better collaboration with states and the Federal Bureau of Investigation. The bill's assurance of a faster and more secure background check process is paramount for protecting those who rely on the integrity and qualifications of their caregivers.

Rep. Taylor made it clear this bill is about harnessing technology and interstate cooperation for the betterment of community safety, saying to House Democrats, "This is a great example of using technology and collaboration to give our communities an added layer of protection,” she continued to reinforce the importance of the legislation noting “It ensures that the background check process remains fair, secure, and transparent." With the passing of HB 1385, Washington State expects to see a more efficient onboarding of esteemed caregivers, in addition to the promotion of safety and trust within caregiving services.
