A tragic incident unfolded in Cecil County as Maryland State Police reported that a man was fatally struck in a bicycle crash. The accident, which occurred yesterday morning, claimed the life of 60-year-old Sean Earl Ruffin of Cecil County, who was pronounced dead at the scene by emergency services.
According to the authorities, the collision took place near Perryville on Pulaski Highway (Route 40) at the Cedar Corner Road intersection. Ruffin, biking in the lane designated for bicycles, met his untimely end when a Nissan Rogue collided with him while attempting to make a turn onto the highway. Riding against the traffic in the eastbound lane, the victim was going the opposite direction when the incident transpired.
Investigators at the scene have indicated that impairment does not seem to be a factor in this unfortunate event. In their quest for clarity, troopers from the North East Barrack were dispatched to the crash site around 10:50 a.m., as reported by Maryland State Police. The State Highway Administration, Cecil County Sheriff’s Office, and Perryville Police Department were on hand to assist with traffic control and road closures due to the accident.
The ongoing investigation is nearing its conclusion, and the Office of the State’s Attorney for Cecil County will review the findings to determine whether criminal charges are warranted.
