
On Tuesday, Arizona stepped into a new phase of energy finance and management with the signing of House Bill 2679. According to the press release from the Arizona Legislature, this bill is a significant piece of legislation that aims to cut energy costs and boost grid investment through utility securitization. At its heart, the law provides Arizona utilities with a novel financial tool designed to pass savings on to consumers and to enable reinvestment in crucial infrastructure.
The bill, which is a part of the House Republican Majority Plan, saw the light of day with backing from both aisles of the Arizona statehouse and support from a wide array of business groups, including the Arizona Chamber of Commerce, Greater Phoenix Chamber, and Arizona Manufacturers Council. "By leveraging innovative financing tools, Arizona’s investor-owned utilities like APS and TEP, and public power entities like SRP, AEPCO, and rural electric cooperatives, can lower consumer costs and free up capital to invest in new energy generating resources and grid upgrades," Representative Gail Griffin, the bill's sponsor, was quoted as saying in the same press release.
This new legislation allows for the securitization process, wherein utilities can remove outdated assets from their balance sheets. They can then issue low-interest bonds based on the remaining book value, thus providing customers with immediate financial relief. At the same time, it serves to free up capital that can be channeled toward vital grid investment, all without the need to dilute existing shares or incur new debt. "This is exactly the kind of commonsense reform Arizona needs," Griffin stated, emphasizing the crucial nature of reliable and affordable energy for economic growth, as reported by the Arizona Legislature.
