As laid out by the plans, the site sits beneath the expanse of the I-75/85 overpass, at a location where urban camping is strictly forbidden under existing Georgia law (GA 32-6-6). The multi-agency initiative including GDOT, the City of Atlanta, Partners for Home and other local outreach providers, had signposted the imminent operation on April 23, ensuring the residents had notice well ahead of the clear-out.

The operation, apart from its primary goal to relocate individuals to safer environments, also promised to maintain order and ensure public safety with the Atlanta Police Department (APD) to actively take part by managing traffic control.
