
In a move that shifts the operating paradigm for police oversight, the Department of Justice has discontinued its investigation into the Phoenix Police Department, according to a recent announcement. Alongside this action, the DOJ has also rescinded prior findings by the Biden administration that alleged constitutional violations within the department. Following the electoral victory of Donald Trump in November 2024, many observers anticipated such changes under the new administration.
Originating in 2021 under then-Attorney General Merrick Garland, the probe scrutinized a series of use-of-force incidents within the Phoenix Police Department, some of which resulted in fatalities. A comprehensive 126-page report ensued nearly three years later, uncovering "systematic" concerns such as discrimination and constitutional infractions. The DOJ had then urged for the implementation of a Consent Decree, which calls for federal oversight post-investigation, something the city resisted due to past experiences of high costs and extensive durations. Nevertheless, according to FOX 10 Phoenix, officials and others branded said allegations as exaggerated and politically charged.
A statement by the Phoenix Law Enforcement Association obtained by FOX 10 Phoenix, declared the federal government's withdrawal from the investigation as a vindication for the police. "The federal government abandoning the Phoenix investigation is a clear vindication for the City and our department, but it is just the beginning," they said. They further criticized the DOJ and promoted their plan for an enhanced police oversight system across the country.
The reverberations of this closure extend beyond Arizona's confines with the DOJ dismissing lawsuits against police departments in Kentucky and Minnesota as well. Previously, ABC15 reported that President Trump's administration had halted all police reform activities nationwide, with federal oversight of the Phoenix Police Department being suspended when it seemed nearly guaranteed just a year prior. As per ABC15, state Senate President Warren Petersen called for the complete rescinding of the report on the Phoenix Police Department, which stemmed from multiple investigations concerning the department's actions.
