Charges have been filed against Festus resident Jack Roper, 56, following an eventful vehicle pursuit that ended dramatically on the Chain of Rocks Bridge. St. Louis County Police Central County Precinct states in a social media post, which charges Roper with two counts of second-degree assault on a special victim, second-degree kidnapping, and aggravated fleeing a stop or detention. Details from the St. Louis County Police Central County Precinct's post on Facebook show that Roper is currently held on a $500,000 cash-only, no 10% bond. It is important to remember that these charges are accusations, and the defendant is considered innocent until proven guilty by the law.
According to the St. Louis County Police Central County Precinct's report, the pursuit began when an officer attempted to stop a Chevy pickup truck with mismatched plates. With officers in pursuit, one containing three uniformed officers had to take evasive action when Roper reportedly swerved towards them. Spiked tires by the officers could not immediately stop Roper, who afterwards led them across state lines and back again before stopping his vehicle on the bridge. While threatening to jump, authorities engaged in a standoff that ended when Roper discarded a piece of lumber into the river before leaping in himself.
At the end of the ordeal, two other individuals were discovered in Roper's vehicle. One of them, interviewed by the police, claimed they had urged Roper to cease the dangerous chase, stating they were unwilling participants. The investigation is being handled by the special response team of the St. Louis County Police Department, who are meticulously piecing together the events of the pursuit. The outcome of the chase and Roper's current conditions were not detailed in the initial police post.
While the exact circumstances prompting the chase are still under investigation, the public has been made aware through the St. Louis County Police Department's transparency in their online statement.
