It was during June 2020 and April 2021 that Carroll began to closely interact with the minors, engaging in conversations and sharing images of a highly inappropriate nature. This activity continued egregiously, even after one victim's mother sent Carroll an email to directly inquire as to why her daughter had mailed him a package, informing him unequivocally of the girl's age. After officials discovered sexually explicit images of the minors on both Carroll's social media accounts and his cell phone, a subsequent investigation ensued, according to facts presented at the trial.

Special Agent in Charge Joseph E. Carrico from the FBI Nashville Field Office echoed this sentiment, asserting that "no matter who you are, you will be brought to justice if you are found guilty of such criminal behavior." This case serves to affirm vigorously the FBI's commitment alongside Homeland Security Investigations to protect children from exploitation and prosecute those responsible. HSI Nashville's Special Agent in Charge Rana Saoud reinforced this pledge, stating, as per the U.S. Attorney's Office, "We will pursue these investigations vigorously as it is paramount that we maintain the trust and integrity of those we swore an oath to protect."
