
The Illinois General Assembly, on the verge of yet another deadline, introduced a $55 billion spending plan that hinges on specific tax increases and controversial health care cuts. State Senator Elgie Sims, a key figure in the budgetary discussions, outlined the late-arriving bill without disclosing full details on the revenue-raising measures, as reported by ABC7 Chicago.
Among the contested topics, the budget suggests an end to the Health Benefits for Immigrant Adults (HBIA) program, which Governor JB Pritzker previously earmarked for elimination, foreseeing state savings of $330 million. "He did not include the HBIA (Health Benefits for Immigrant Adults) program in the budget. But again, that's in recognition of the challenges that we're seeing coming out of Washington and the devastating effects that those proposals are having on our state and states across the country," Sims told ABC7 Chicago.
On the revenue side, the plan incorporates new taxes on gambling and vaping products, and teases an increased fiscal load for certain businesses. The strategy also features an amnesty program projected to recoup $198 million by nudging tax delinquents to settle up. In a more detailed exposition, the Chicago Sun-Times highlighted that the budget adheres closely to the governor's February proposal, yet adjusts for reduced revenue forecasts and the potential slash in federal funding.
Lawmakers, those architects of policy and budgetary direction, are themselves on the beneficiary end, with planned salary increases that push their base pay from approximately $92,000 to $98,304. The proposal, as pointed out by ABC7 Chicago, is sustainable through the annualized rate of increase set by law, and it seems to mirror the tide of inflation.
The debate on education sees a ray of hope, with the proposed budget fully funding the annual increase to the K-12 evidence-based funding model by $350 million. The contentious discussion remains fresh, as the clock ticks and lawmakers scramble to secure a budget before the constitutional deadline turns their simple majority into the more arduous three-fifths majority needed post-midnight Saturday, as per the state constitution.
