Knox County Trustee Justin Biggs publicly addressed allegations of misusing taxpayer funds, which have sparked an ongoing investigation by the state comptroller. According to WATE, Biggs acknowledged his responsibility for overspending on hotel accommodations in Nashville and for improperly using a county vehicle's gas allowance.
In a clear attempt at damage control, Biggs conveyed his commitment to transparency by repaying the county for expenditures above the standard rate for hotels and personal use of county vehicles. But, questioning his initial silence, Biggs said, "Taxpayers are owed an explanation as to why I have been silent." Nonetheless, the Trustee anticipates providing a more thorough explanation after a state investigation concludes, as garnered from a statement obtained by WATE.
Biggs, who took a nearly $5,000 travel allowance from the county, also caught attention for driving county vehicles for personal matters. A report by 10News noted a conflict as officeholders can choose either a travel allowance or use a county vehicle, not both.
Yet, despite his corrective measures, Knox County Mayor Glenn Jacobs quickly clarified the responsibilities of county officials regarding their budgets, as reported by Knox News. Jacobs stated, "For elected officials outside the Executive Branch, the Finance Department only confirms the estimated overall amount of their travel budget. Individual travel expenses and compliance with the travel policy are the responsibility of those officials, who are independent of the Mayor's Office."
