
Mayor Muriel Bowser has proposed a $100 million increase to the Housing Production Trust Fund (HPTF) as part of Washington, D.C.'s Fiscal Year 2026 budget, bringing her total contribution to the fund to over $1.4 billion during her tenure. This announcement coincided with the opening of Riggs Crossing Senior Residences, a 93-unit affordable housing development for seniors, partially funded by $25 million from the HPTF, as per the DC Government website.
Under Mayor Bowser's leadership, more than 15,000 affordable homes have been created, and the percentage of D.C. residents living in affordable housing has grown from 9.8% in 2015 to approximately 14% today.
In addition to funding the HPTF, Bowser introduced the Rebalancing Expectations for Neighbors, Tenants, and Landlords Act (RENTAL Act), a legislative initiative aimed at strengthening affordable housing protections in the District. The Mayor’s office is seeking the Council's support for the RENTAL Act as part of the upcoming budget.
Riggs Crossing, developed by True Ground Housing Partners and EYA, also received support from various city agencies, including the Office of the Deputy Mayor for Planning and Economic Development, the D.C. Housing Authority, and the D.C. Housing Finance Agency. The project addresses the growing issue of senior homelessness in the city.
