
A north Houston man on probation for a previous sexual offense involving a child is once more behind bars, accused of sexually assaulting a 12-year-old. Authorities were alerted to the incident which took place on W. Thorne Drive, responding to an assault report. The child, having made an outcry, identified Isaac Penilla, a family friend, as the assailant.
As described by a Click2Houston report, after a detailed inquiry by the Harris County Pct. 4 Constable Mark Herman’s Office alongside their Special Victims Unit, Penilla's involvement was confirmed. The investigation, taking after an assault report, laid bare Penilla's criminal history, which involves a conviction for sexual performance by a child. This conviction had him on probation when the recent allegations surfaced.
Penilla, 36, was arrested last Friday, and booked into the Harris County Jail, facing a charge of aggravated sexual assault of a child under 14. His bond is currently set at $200,000, as per a Facebook post from the Constable's office.
Following the arrest, Constable Mark Herman urged the public for additional information: "If you believe you are a victim of this man, please contact us directly at 832-927-6188." His statement echoes across social media and through the newly released mobile application “C4 NOW,” which provides community members with updates on local crime, arrests, and public safety.
