
The Hawaiʻi Department of Transportation has provided an update on the rehabilitation of the Joseph P. Leong Highway and Kamehameha Highway. Due to the sea turtle nesting season, the construction schedule has changed. Work that began in April 2025 at night, including lowering manhole covers and resurfacing the road from Waimea Bay Beach Park to ʻŌpaeʻula Stream Bridge, has now shifted to daytime hours, according to the Hawaiʻi Department of Transportation.
The construction schedule has shifted to daytime hours due to sea turtle nesting from May to September. Workers are now on site weekdays from 8:30 a.m. to 3 p.m. for the rest of the project, unless otherwise noted. The current work is repaving the Joseph P. Leong Highway from the Helemano Uka Stream Bridge to the Hale‘iwa Town intersection, expected to take two months, as reported by the Hawaiʻi Department of Transportation.
The next phase of the roadwork project will repave the area from the Hale‘iwa Town intersection to Waimea Bay Beach Park, with completion expected by December 2025, weather permitting. Daytime traffic impact will be monitored, and if significant, daytime work may be paused. Special duty police officers will manage traffic and safety, and drivers are advised to follow traffic signs and barriers.
