According to the Clerk's Office, this new position is tasked with ensuring the county's courts are appropriately funded, seeking solutions to a funding model that hasn't kept pace with the costs of court operations since the state took over responsibility in 2008.

In the letter, it was explained that while court-related fees and fines go into a state pool, the current budget authority set by the state doesn't allow the office to retain enough funds to run operations effectively. This system led to St. Johns County sending back $1.8 million in surplus revenue last year. Furthermore, the fees, such as the $300 charge for filing a small claims case, have remained unchanged for years in the face of inflating operating costs. The local government has attempted to bridge this gap, contributing nearly $900,000 to the court subsidy budget in FY 2025. "To make up some of the difference, our Board of County Commissioners has graciously contributed to a court subsidy budget," the Clerk's Office statement outlined.

The funding challenges are impacting the office's staff directly. Last year, employees received a 4% cost-of-living adjustment, which was less than what other county agencies offered. The letter highlights that the office's staff, despite being highly skilled professionals, are struggling to maintain their standard of living due to this imbalance. The role of the new Senior Advisor is to secure sustainable state funding, reducing the county's reliance on subsidies. "Our former state senator brings exactly that expertise," the Clerk’s Office points out, referring to the chosen candidate who has previously been instrumental in securing additional funding for Clerk’s Offices across Florida.

The Senior Advisor will also play a part in court policy development and facilities management at the Richard O. Watson Judicial Center. The intent is to enhance the courthouse maintenance and broadly to navigate the intergovernmental obstacles, working with varied stakeholders, and finding actionable solutions for these systemic funding issues. "At the end of the day, adequate funding is essential to maintaining a fully functioning court system and Clerk’s Office," the Clerk's office explained.
