
Parents and educators in Arizona now have an official update to the Empowerment Scholarship Account (ESA) Parent Handbook, following its approval by the State Board of Education in an 8-1 vote. The changes, proposed by State Superintendent Tom Horne, are intended to provide clearer guidance and a more structured approach to managing ESA expenditures. In a statement obtained by the Arizona Department of Education, Horne said, “I am very pleased that the board has endorsed the updated handbook."
The handbook revision follows over a year of extensive consultations with key stakeholders. An advisory group of parents contributed significantly to the development of the changes over several months. The updates aim to enhance protections for taxpayer resources while maintaining the program’s effectiveness in supporting educational choice.
Previously, concerns raised by some parents and legislators about the proposed updates prompted a strategic pause on the handbook's implementation.
