Baltimore's commitment to restructuring and reinvigorating its workforce got a physical manifestation with the groundbreaking of a new $44 million headquarters for the Mayor’s Office of Employment Development (MOED). WBALTV reported that the City is transforming an area in West Baltimore, once known for its high crime rates and now known as Reservoir Square, into a centralized job center expected to house the MOED and offer numerous resources for local employment seekers.

According to the Baltimore Fishbowl, this ambitious project will consolidate various scattered MOED offices into a new structure, aiming to connect the community with job opportunities better. The MOED currently assists over a thousand businesses with recruitment and operates the YouthWorks program, which in 2024 provided summer jobs to more than 10,000 young people.

Developer David Bramble, whose company, MCB Real Estate, is heading the project, conveyed to WBALTV a personal connection to the site, recalling its troubled past as the "Murder Mall" and expressing a renewed sense of trust and opportunity with its redevelopment. The new hub will also feature an American Job Center, equipped with advanced career skills-building classrooms and cutting-edge collaborative workspaces designed to support a modern workforce.

"The new MOED at Reservoir Square is much more than just a building; it represents a profound commitment to the very community it serves," Bramble stated, as per the Baltimore Fishbowl. The development is slated for completion in August 2026 and is part of a larger $170 million mixed-use project that includes housing and retail components. Additional partners in the project, as stated by the Baltimore Fishbowl, include Atapco Properties, MLR Partners, and the Maryland Department of Housing and Community Development.
