In a significant move for workers on public construction projects in Colorado, the Governor signed a new law yesterday that allows these projects to apply Project Labor Agreements (PLAs), an effective measure to safeguard labor rights. As detailed by Colorado Senate Democrats, this legislation was carried by Senators Jessie Danielson and Chris Kolker, alongside House Majority Leader Monica Duran and Representative Michael Carter. The goal of the law is to ensure that workers are protected through solid, contract-like agreements.
"The health of Colorado’s public sector depends on high-quality, well-paid jobs protected by Project Labor Agreements that work for both employers and workers," was Senator Danielson's stance, as reported by Colorado Senate Democrats. Representative Carter highlighted that "Project Labor Agreements are similar to union contracts and offer workers better pay and safer conditions while leading to higher quality work, and faster completion of public projects." These PLAs are known to outline essential rights and benefits for construction workers, including wage scales and work conditions, while preventing strikes and lockouts during the project's duration.
Senator Kolker asserted the state's commitment to worker fairness within such agreements, saying, "I am committed to ensuring that Colorado workers are paid fairly for their work and protected from unfair employer practices," as per Colorado Senate Democrats. The law focuses on extending workers' rights already applied in other sectors to public construction works, aiming to harmonize Colorado's legal landscape regarding labor protections.
