
Colorado teachers are one step closer to homeownership thanks to new legislation signed by Governor Jared Polis. The bipartisan bill, known as SB25-167, introduces the Educator First Home Ownership Program, aimed at providing public school employees with down payment assistance to purchase their first home, a promising development for educators struggling with housing affordability, especially in high-cost areas.
The program, which is backed by a partnership that includes Senator Judy Amabile, D-Boulder, and Representatives Shannon Bird, D-Westminster, and Meghan Lukens, D-Steamboat Springs, along with Senator Lisa Frizell, R-Castle Rock, taps into Colorado's Public School Fund to create a Community Investment Portfolio that will earmark at least $100 million by 2028 and $200 million by 2030, to assist public school employees with the down payment who are buying their first home, it also sets forth a shared equity model that ensures participants hold on to most of their equity upon selling.
Senator Amabile praised the legislation, saying, "This new program will allow teachers, who give so much to our communities, to put down roots, build generational wealth, and have a safe and stable place to call home," as per Colorado Senate Democrats. The sentiment was echoed by Rep. Lukens, who highlighted the additional challenges faced by educators in rural mountain communities, where housing costs can be prohibitively expensive, remarking that the program will help more educators afford to live where they teach.
The legislation designates the Colorado Housing and Finance Authority (CHFA) to manage the down payment assistance program, setting criteria that favor first-time homebuyers using the purchased property as their primary residence, with the Colorado Department of Education along with the House and Senate Education Committees, the Public School Fund Investment Board (PSFIB) keeping tabs on the progress, the latter tasked with managing the investment portfolio and potentially consulting with experts to further the program's success.
