
A District of Columbia man, Norman Morris, 44, also known as "Fibble," has been convicted by a federal jury of conspiracy to distribute and possess phencyclidine (PCP). According to the U.S. Attorney’s Office, Morris is awaiting a sentencing hearing that has not yet been scheduled.
The conviction stems from a drug investigation that began in September 2023. Between November 2023 and March 2024, law enforcement observed suspected drug transactions outside Morris’s residence on the 200 block of 58th Street NE. Others involved in the operation included Lamont M. Langston, Jamar Bennett, and Kelvin Sanker.
Bennett, 45, previously pleaded guilty and received a sentence of 121 months in prison. Sanker, 43, was sentenced to 65 months. Langston, also 44, is set to be sentenced later this month. Authorities say Morris retrieved 32 ounces of PCP from Sanker at Langston’s request, and 16 ounces of that PCP was later sold to an undercover officer by Bennett.
The investigation was part of the Organized Crime Drug Enforcement Task Forces (OCDETF) initiative and involved coordination among the FBI’s Washington Field Office, the DEA’s Washington Division, and the Metropolitan Police Department. The case was prosecuted by Assistant U.S. Attorney Peter Roman and Special Assistant U.S. Attorney Adam Stempel.
