Houston-area residents are again confronted with the perils of intoxicated driving as deputies with Constable Mark Herman's Office apprehended a man after spotting a traffic hazard on the 700 block of N. Sam Houston Parkway E. The driver, Arthur Stolp, exhibited multiple signs of intoxication when encountered by law enforcement last Saturday.

An investigation by the deputies revealed that Stolp had a history; this isn't his first run-in with the law over drunk driving. Stolp's reluctance to undergo Standardized Field Sobriety Tests raised red flags, but it was the startling blood alcohol content reading of 0.214—nearly three times the legal limit—that cemented his fate. According to a Facebook post by Precinct 4, his decision not to participate in the sobriety tests did not prevent his arrest for Driving While Intoxicated (DWI).

Stolp was taken into custody, and as noted by Constable Mark Herman's Office, "Arthur Stolp was arrested and booked into the Harris County Jail for Driving While Intoxicated. His bond was set at $2,500.00 out of County Court 14."

The constable's office not only shares these incidents to keep the public informed, but also actively encourages residents to use resources such as their new mobile app, “C4 NOW,” offering live feeds on crime and traffic accidents in the area, they hope that such tools can perhaps deter future incidents.
