
The State of Illinois is making a bold move with a $500 million investment aimed at transforming dormant state properties into economic powerhouses, as announced in the wake of Governor JB Pritzker's seventh consecutive balanced budget. As reported by the official press release, this sizable financial commitment will prepare various sites for private development, boost job creation, and infuse new vigor into communities previously marred by closed or underutilized facilities.
Broken down by program, the initiative funnels $300 million into the "Surplus to Success" program, this part, spearheaded by the Illinois Department of Central Management Services (CMS), is geared toward reconditioning idle state-owned properties for private sector uptake, additionally, $200 million is earmarked for the Illinois Department of Commerce and Economic Opportunity (DCEO) to enhance their Site Readiness programs, which are designed to back substantial business attraction and development efforts. Governor JB Pritzker has expressed vigour in the investments, telling the press, "There's no reason the State should continue to own deteriorating properties when they can be cleaned up, developed, and put back into productive use," as stated by the State of Illinois.
Outlined in the state's announcement, five priority spots, including the Dwight Correctional Center and Singer Mental Health Center, are the first in line for remodeling. These locations are anticipated to contribute substantially to local economies by escalating property values and mitigating taxpayer burdens due to the slashing of ongoing maintenance and security expenses.
Raven A. DeVaughn, the Director of CMS, emphasized the transformative potential of the initiative, asserting, "These properties have long sat vacant, draining public resources, and blighting the communities where they sit," DeVaughn explained the funding would initiate the transformation of the sites into valuable assets propelling growth and invigorating communities. Alongside CMS's refurbishing goals, DCEO Director Kristin Richards pointed out the high demand for industrial and commercial sites: "Under Governor Pritzker's leadership, we're empowering communities to compete for large-scale projects and accelerating our mission to bolster economic development statewide," the State of Illinois notes.
